I can only count 9 notches on the red ruler she's holding - there's probably a tenth hidden behind her leg, but there can't really be more than ten assuming that the spacing between each notch is consistent (which it should be, or else that's a really crappy ruler). Because of that, the red ruler probably only measures up to 1 meter instead of 120cm. Also, Ark Royal's legs probably make up a larger portion of her height than they would for an average flesh and blood human, given the type of game she's designed for, and those legs are being further exaggerated by her heels, so having a ~100cm crotch height on a 170-180cm total height wouldn't be that implausible.

I’d make the argument that Azur lane had this issue from the start. It’s not this artists fault, they’re just following the trend set by those that came before.
Also, I genuinely thought this was supposed to be swimwear, and i still feel that it is. Mainly because I want to be ignorant to the obvious connotations of her wearing this at an amusement park.

I wouldn't put it on the artist specifically, as the character designers are usually only responsible for the character, not the rigging or backgrounds. Those are usually handled by another in-house artist. So that mess is all on Manjuu.
