Yeah, I felt the same way when the Type IIs first debuted; having to spend more new material, especially a second Promise Ring, on the same ship twice is a bit frustrating.
Unpopular opinion, but I'm a little let down they're going to bring her back, and stronger (and without her signature cough!). I would've preferred if Amagi remained dead in the story timeline, and Akagi realized she sacrificed Kaga, her best friend, for nothing. The story would have a certain gravitas that it hasn't had in a while now.
I know having writing like Arknights or Blue Archive in my ecchi game was unlikely, but after how good the last two events were, I was hopeful.
Wrong. Amagi (the battlecruiser) was originally slated to be converted into an aircraft carrier because of the Washington Naval Treaty, but she was damaged beyond repair in the 1923 Kanto earthquake, so the battleship Kaga was converted in her place. The Unyuu-class was built two decades later.

Probably an unpopular opinion, but I'm pretty disappointed with this UR.
I've always felt it was kind of lazy to recycle an old ship to make a new UR. It's a big part of the reason I'm not a fan of the IIs. But at least most of the II ships were actually different ships, this is the same ship with an alternate history. I thought Kaga BB was weird, but it seemed to be a one off. Is this going to be a thing now; are we going to get Saratoga BC, Weser CA, Shinano BB, and Tallinn IB(Lutzow)?
And why is Amagi CV an UR? Unlike with Iron Blood, there are still plenty of real and planed Japanese ships to pull from, including Yamato. So why make what would have been a pre-war carrier on the level of Akagi or Yorktown an UR? If you're going to do alt-history, having her be like Kaga BB and just a SSR would make more sense. Then it's a sidegrade, not a flat out upgrade making the original obsolete.
As others have said, I feel like this takes away from the story and leaves original Amagi in the dust (as most IIs do). And as someone who likes and oathed the original, that doesn't sit well with me.

This touches on a point that bothers me most of all. If they're running out of new ships to add, then why not add WWI ships, like they did in Rondo at Rainbow's End, and haven't done since? Manjuu has added sailing ships to the game, why not more WWI ships?

I mean I'm sure you want to still justify using it your oathed SSRs, but in lore the Type IIs are the same KAN-Sen with upgraded rigging. Bismarck II is literally Bismarck, but with better rigging. Yorktown's II was able to fix the damage to her rigging that was previously irreparable after damage during the reenactment(?), which is why she was able to be revived. And just like the PRs and Type IIs being developed in one place then spreading across all the nations like wildfire, I feel that with Amagi setting a precedent we will see an Arizona II and potentially a Lexington II. And as you said, Lexington II may end up being Lexington (CC-1), rather than Lexington II (CV-16).
Lastly, if you dislike the alt history so much, we already have a plethora of unfinished/unbuilt, non-PR KAN-Sen, such as Constellation (CC-2) as a fitting example, and many Sakura and Iron Blood KAN-Sen.

I kind of want to the cosplay shenanigans that Lexington II will get up to. Like that one time Michael Bay dressed her up as Akagi and Hornet.
I imagine Akashi, some sort of appearance changing device and a lot of coin will be involved. Not only go from normal human to 9 tailed foxgirl, but also their riggings.
