The thing is that Tewi told Youmu that someone had ordered an imperial sized meal/feast (it is a specific cuisine that I don't know much about). By doing so Tewi made it so there wouldn't be a constant stream of food orders later on which would keep Youmu stuck in the kitchen (since it was now a banquet).

Of course this is a ridiculous sized meal and I doubt that anyone else but the servant of the infamous black hole would have been able to pull off cooking this much on such a short time.

I do not personally feel that this would fit in the "God damn it Tewi" pool but I can somewhat see why people would want to place it there. The fact remains that Tewi showed incredible foresight here (not that she hasn't done that number of times in the series so far), managing to prepare for a scenario far ahead in time and also pull the veil over us, the readers eyes.

I hope this somewhat explained the situation.

*Edit* This also causes all the Kappas that would be in the security to be away, making it possible for Reisen to pull this off and letting the crowd go wild.
