I don't think she's really meant to be, it's just how this guy draws.

According to the link in the pool description, 'Puru' is the onomatopoeia for 'jiggling'. 'Puru-see' would be an obvious pun off Parsee's name, so this pool is essentially about a jiggling Parsee.

The question then becomes, "Why is she a cat"?

A more pertinent question would be: why do you bother to do a tsukkomi when you could instead simply be cutified by the wonderful little Parsee-kitten as she trembles in a face-bustingly moé fashion?
