I thought it was one of those things in the hood lining for a jacket that you pull to make the hood's face hole shrink, but then it doesn't really appear to be attached to anything but itself.
I've seen much lower scores than this before. I'm pretty sure I remember there being at least one post that got to -100 at one point. Of course, the scores reset when the voting system was changed, so nothing's that low anymore.
