wouldn't say perverted. going by how sanae (and possibly his wife) is portrayed in this series, she seems more like the type who says what's on her mind. this leads her to say things that can be perverted but also be pretty forward with other things, specially when it comes to kogasa's bad habits.
It's a little rubber finger cover that helps to separate pages (see frame 1, she's helping to distribute flyers too); they sell similar things at US office supply stores. A lot more sanitary than licking your fingers (which is what a lot of people do), also, when separating a lot of pages, easier on your salivary glands.
I have a ton of those rubbery/studdy finger covers too. Really helps when I have a paper cut and have to go shower. Doesn't hurt at all! And of course, it's good for separating pages too.
They sell smooth-surfaced ones as well, to aid in applying topical ointments that absorb through the skin. Typically, this is done in veterinary treatment with ointments made for animals, so it would be a bad idea for human skin to absorb it.
In essence, yeah, it's pretty much a finger condom.
