Without something like a famous landmark to confirm, it may as well be pointing to the Tel Aviv Kosher Deli in Hoboken, and I don't think it'd be of much interest to someone searching israel, but either way works. It seems very unlikely to find any signs pointing at Tel Aviv inside a building. It is also very unlikely to find a sign only having it's name in English and Arabic, but not in Hebrew. I presume the artist just doesn't know Hebrew.

I believe the artist wanted to make a foreign, middle eastern, war themed picture, but obviously enough the artist didn't know enough about Israel to put in much thought. Dump a character and a city's name, and it's done.
