Yuni's less-than-stellar mental state/upbringing absolutely excuses her actions. She's still guilty but to judge Yuni as if she's fully aware of what she did or that she's genuinely evil, let alone deserving of what happened to her as punishment, is just beyond stupid.
You're actually defending inhumane experiments/torture just to excuse the responsibility and culpability of Syuen and the Central Government's lack of care for proper oversight.
