    And frankly they should have had one already, certainly before the vodka botes. Italy was infamous for being plagued by corruption and failure but one thing that shined in spite of that, was their navy, which without the corruption would have been a truly terrifying opponent for the Brits. The Russians, on the other hand, had a glorified coastal defense fleet which didn't need corruption to be chock full of failure, they were just that bad at navy.
