四天王 is a pretty common trope in Japanese fiction (note that the group Suika and Yuugi belong to, usually translated "Four Devas of the Mountain", is 山の四天王 in Japanese), so Eirin's really just trying to sound like a generic villain here.

Never really understood why either. She's generally considered a much harder boss after all, and that implies she's better at danmaku. I could see Eirin curbstomping Mokou with a little prep (she stuck the freakin' Earth itself, or at least Gensokyo, inside of a jar) but Kaguya's combat experience is pretty much limited solely to her routine battles with Mokou.
I love how Eirin includes the person that Mokou was "rescuing from the villains" as one of the final bosses that Mokou must defeat so that the two rabbits would get blasted, as well.
She doesn't care if she gets blasted, so long as she can ham it up as a villain. (And I imagine her doing that last "IMPOOOOOOOOSSIBLE!" in Norio Wakamoto's voice.)
