From what I read before quitting it seems more like a humanitarian aid organization that also dabbles in for-profit pharmacology and PMC stuff.

Technically they're not unemployed, because they're operators for Rhodes Island now which means the Doctor can go send them on whatever silly missions he feels like and they have to do it.
