In NIKKE's lore, it is explained that their new bodies are made to resemble their old bodies down to a T to prevent what essentially a mental/body image mismatch.
GFL many of the girls are civilian models modified for combat, so at least for those their appearance might be defined by the customer. As for Nikke, wasn't it during Rapi's event that it seems their appearance is influenced by their ideal self-image?

GFL: Majority of Dolls are civilian dolls before they were converted into T-Dolls Nikke: It was done in a realistic way so they won't suffer from sheer mental stress due to be "trapped" in a machine-like body. This explains in bits of various lore.

It's canon that a few of the T-dolls in their civilian lives were either Nursing Dolls or Sex workers. So some models did in fact have jiggle breasts. Project Neural Cloud goes into this a bit deeper with more civilian models like Idols that were also made realistically.
