I suppose with the right sprites, you could just use RPG Maker.

actually, this looks like a great idea for a new type of game. Rather then a first person make whatever you want like minecraft, or a 2d side scroller like terraria, we could have a, whatever this kind of game format is called, make whatever you want game (unless there already is)
