I don't know anything about LoL, but given that she's got a backpack full of cannonballs, it certainly seems like you're correct.

Perhaps, but if one is only appraising what's in the picture, they could easily call her an elf. Much the same as a white-haired character under blue lighting might be tagged as having blue hair - it looks blue in that picture, so it's valid enough.

Taken on her own in this picture, she looks like a typical blue-skin/white-hair dark elf.
