You can ask the same for some of the other touhou characters where ZUN hasn't stated to have huge breasts.

At least it fits those other characters. I don't think it works for her at all.

In my opinion she is better off as a flat-chest miko (along with Tenshi).

I've noticed a lot of mature lady-type characters, save those who are blatantly loli, are depcited as having large breasts even though you could never tell by Zun's drawings. Yuyuko, Yukari, Ran, Eirin, Kanako, Byakuren. I think Miko is just another case of that even though I personally imagine her as being more a tomboyish/streamlined "lady of action" in terms of her figure.
