One of the minor villains in the Fatal Fury and The King of Fighters series. His last name is properly pronounced "Kahn".
Billy wields a bo staff that he can modularly detatch into a three section staff. He can also wreath his staff in fire.
Hailing from England, Billy is Geese Howard's right-hand man. As of Fatal Fury: City of the Wolves, following the death of Geese twelve years earlier, Billy is the new leader of his syndicate, the Howard Connection. Lilly Kane is his innocent little sister.
Billy is cited as the direct inspiration for Guilty Gear's Axl Low.
